Click on: Family History Library

At the top of the page Click on "Family History Library Catalog"

Click on "Place Search."

Enter the name of your place of location in the top line and hit enter.
Just use the first part of the name for example only "Juarez" and not "Juarez, Chihuahua"

Once you click on the search button you will have a sleuth of places with Juarez to pick from. Pick the Chihuahua one.

Now you'll have the following choices for Juarez:
